cmd - What is wrong with the definitions of my environment variables for starting and stopping Apache web server?

Question

I try to start the Apache web server with an environment variable called start_apache.
But it does not work because of I don't see in the logs that the server started.

This is how my cmd file looks like:

@echo off
set test_var=works
@REM open cmd and type in: echo %stop_apache%
set start_apache=cd D:Program_filesx86Apache24in; httpd -k start;
set stop_apache=cd D:Program_filesx86Apache24in; httpd -k stop;

When I use the environment variable test_var, then it successfully displays works.
By the way I have already tried to use cmd as an administrator.

Does anybody know what I'm doing wrong?
