metrics - CBO (Coupling between objects) vs Fan-in/Fan-out

Question

Could anyone tell me why CBO and Fan-in/Fan-out coupling metrics are different ? I could find studies that show indications that Fan-in/out provide a better overview on how a class is coupled to the rest of the program. While CBO provides a very generic overview on a class, , making it harder to differentiate whether a class has affected the entire system or just a few classes.
