asp.net core webapi - Control permission attribute for the Web API included via Nuget package

Question

We have multilayered Nuget package which contains Web API on top to work with common entities: CRUD operations. This package is included into bunch of projects having its own specific Web API. Each Web API call in a project has specific permission attribute applied. But we would like to have such attributes applied to the common Web API as well and those permissions need to be specific for a project. I cannot figure out how to do this.
