How to get an HTML element from a website using Javascript

Question

Basically, I am creating a Chrome extension that requires the extension to get an element from an website, but the URL path and the element that the extension needs could change depending on what the user does.

So I would like to to know: is there any way that I could get an element by having a page's URL?
