node.js - How do I refresh firebase hosting local server?

Question

I am using Firebase Hosting, I am trying to refresh the localhost every time I make changes to the functions file. I am using express so essentially I want to double check all my routes work. I can start the emulator using $firebase serve but if I call $firebase serve again I just get the "port is already in use" error. I want to refresh the port to make sure it gets the backend changes.

How can I reload the port. Usually nodemon just does this for me.
