html - Do I need to put .htaccess in a directory?

Hi I'm trying to create a website that when it opens it goes to my index.html page and has a link to my staff.html page but I want it to be password protected using .htaccess and .htpasswd. I'm using visual studio currently and host my website through git hub.

Below is my .htaccess file code:

// for URI=/staff.html set an env variable PROTECTED=1
SetEnvIfNoCase Request_URI "/staff.html" PROTECTED

// allow all pages but put PROTECTED=1 behind basic auth
AuthType Basic
AuthName "Restricted access"
AuthUserFile ":UsersaylaOneDriveDocumentsBIT607607Haukai.htpasswd"
Require valid-user
Satisfy    any
Order      Allow,Deny
Allow from all
Deny from env=PROTECTED

Currently all of my files are in one file called 607Haukai and currently the password protection isn't appearing at all when I click the link to staff.html and I think it might have something to do with possibly putting the files in directories? Please help me and correct me if I am wrong about this.
