Can We Do This With Coinbase API?

We currently use block.io for our website but we are looking at changing it.

Here is the purpose:

Users on the website can generate unique permanent bitcoin address, any bitcoin received to the user address is automatically convert to fiat currency based on rate we set. In other words, users automatically get fiat currency equivalent of whatever is received to their wallet. Meaning, users do not have send out option and cannot store bitcoins. They are only provided a unique permanent btc address for the purpose of selling for fiat currency. Which means, we have access to total btc in every user wallet.

Can we achieve this with coinbase API?
