c# - WebClient can't Download via IP?

Question

I can't call new WebClient.DownloadString(IP); but I can call new WebClient.DownloadString(URL); - if I call the first one, I get the error Could not find file [MY_PROJECT_LOCATION]IP - am I missing something?
