It's in a folder called "Website" My css file has

}
h1 {
   color: orange;
   text-align: center;
}

   font-family: "Times New Roman";
   font-size: 22px;
}

I think you have the wrong quotes. Instead of “ quotes, try "

With a stylesheet named style.css placed at the same level than the web page, the following line works for me:
