ip geolocation - ipgeoloction returns Could not create SSL/TLS secure channel

Question

This seems to be a similar problems as stated in another question. My call to

geoData = FunctionsClass.GetGeoLocation(IPAddress); 

in my development platform (Windows 10) works great. in my production server I get the catch( error exception):

The request was aborted: Could not create SSL/TLS secure channel.

for this website I do not have an SSL Certificate, it's port 80 only. The docs state they use SSL, but I would assume it's an SSL call to their API.

Do I need port 443 and a Cert, or is this something else?
