What is the google sheets formula for moving a row up or down based on the cell color in a specified column

Question

So i have a disorganized sales pipeline in Google sheets. I need to get all the rows whose "Feedback" cell is filled with green moved to the top and all "Feedback" cells that get filled with green afterwards to shoot to the top automatically.

Then have other rows move beneath in and group themselves by a chosen priority based on what color their "Feedback" cell are filled in with.
