pyinstaller - if UAC Admin doesn't have sufficient permissions, then who does?

Question

I use pyinstaller to write executables for Windows. The software needs to run with elevated permissions so I use the --uac-admin flag. Some of our users run into permission errors. I have trouble recreating the errors because I only have one user account. I suspect the users who run into this issue have lots of users using group policy. On my machine I can replicate the errors by removing privilege's from the Administrators group. This makes my heart skip a beat and I'm still trying to understand the issue our users are having. Does the elevated uac present the users a list of user accounts and they need to choose one with the proper permissions? If so, is their any way to require the user account with the most permissions to run the software? Why are their elevated user accounts that can't write to the ProgramData directory or use the Task Scheduler?
