issue with using width and hover with an image in CSS

Question

I am using width as a style option on an image file so that it resizes with differing screen sizes. I have also attached a hover to the image but since width adds a padding to the left and right to achieve the desired image size, when I hover over the padding the hover is activated which I don't want. I want hover activating only when I hover over the image and not the padding. Is there any way to achieve this?
