datetime - Having trouble with Twint and Time data

Question

Im scrapping some posts but for some posts im having some time trouble.

almost all post i get have this time display:

966073591086403585 2018-02-20 19:14:27 -0300

when the scrapping stops it gives me this error:

ValueError: time data '2018-02-17 14:27:24 -02' does not match format '%Y-%m-%d %H:%M:%S %Z'

What is the diference between -0300 and -02?

this is my code:
