You should add to the to and headers part of the mail.

For TO part

$to = "[email protected], [email protected]"

For HEADERS part

$headers .= "To: To Name <[email protected]>
";
$headers .= "CC: CC Name <[email protected]>
";
$headers .= "BCC: BCC Name <[email protected]>
";
